Two counties, one catchment
Visalia is the seat of Tulare County, and the tanks around Tulare, Exeter, Porterville and Dinuba fall under its jurisdiction. Hanford is the seat of Kings County. That line matters exactly once in a septic job — when it needs a permit — and it matters completely then. Tulare County septic permits go through the Resource Management Agency / Environmental Health Division, (559) 624-7400; Hanford-area jobs go through Kings County instead. Every page on this site that mentions a permit says which county, and never describes all of these towns as "Tulare County cities."
Why the rural fringe, not the city
Central Visalia, and the town cores of Tulare, Hanford, Exeter and Porterville, are on municipal sewer. The septic properties are the ranchettes, farmhouses and older homes on county roads outside the city limits — usually on a private well as well as a tank. That is where this site's readers actually live, and it's why the guides here talk about irrigation-season water tables, orchard roots in leach lines, and hardpan under a drain field rather than about suburban lots.
Visalia and Dinuba
Visalia itself is the hub every page on this site is written from — the repair, installation, pumping and cost pages all carry Visalia-area figures where they exist. Dinuba, north of Visalia toward the Fresno County line, is inside the catchment the pumpers and contractors we pass requests to normally serve; it doesn't have its own page yet because this site hasn't researched anything about Dinuba specifically enough to say something true and useful that the Visalia pages don't already say.

Do you cover homes inside the Visalia city limits?
Most homes inside Visalia are on city sewer and don’t have a septic system at all. If yours does — an older property that was never connected, or one on the edge of the city — yes, the same independent pumpers and contractors serve it. If you are on city sewer and have a backup, that is a plumbing problem, not a septic one.
